日本赤十字社（本社：東京都港区）は、この度のリビア洪水の被害による人道危機を受け、2023年9月14日（木）から「2023年リビア洪水救援金」の受け付けを開始いたします。
お寄せいただいた救援金は、国際赤十字・赤新月社連盟（以下「連盟」）、赤十字国際委員会、リビア赤新月社、日本赤十字社が行う救援・復興支援活動、防災・減災活動等に活用される予定です。皆さまの温かいご支援をよろしくお願いいたします。

４ 海外救援金の使途
　連盟、赤十字国際委員会、リビア赤新月社、日本赤十字社が行う救援・復興支援活動、防災・減災活動等。

■リビア洪水被害の現状

現地時間9月10日、ハリケーン「ダニエル」による暴風雨がリビアを襲い、同国東部で大規模な洪水が発生しました。暴風雨により複数の都市が冠水したことに加え、沿岸都市デルナにある２つのダムが深夜に決壊。涸れ川（ワジ）に大量の水が流れ込み、河川両岸の建物ごと一気に海へ押し流しました。一部の地域では洪水の高さが最大３メートルに達したとされています。
これまでにリビア赤新月社が確認した犠牲者の数は2000人を超えています。また、行方不明者は1万人にのぼる可能性があり、死者数は数日間で急増することが懸念されています。洪水による避難者数は2万人以上とされ、救助・捜索活動に加えて、避難した人びとへの緊急支援も喫緊の課題となっています。

■リビア赤新月社の救援活動

リビア赤新月社は、災害対策本部を立ち上げ、直ちに救護チームを出動させるなど緊急支援を展開しています。
増水で家から外に出られなくなった人の避難や、立ち往生した車両の移動、救助された人への応急処置など、被災者の命を守る支援をはじめ、避難場所の提供や、救援物資の配布、こころのケアなどの支援を実施し、活動をさらに拡大しています。

外貨預金はデジタル通貨で行うのが当たり前になる ? 「CBDC」の可能性 ... - 大和ネクスト銀行

ビットコインやイーサリアムといった暗号資産 (仮想通貨) は主に民間事業者が発行しているデジタル通貨だが、中央銀行が発行するデジタル通貨をこうした仮想通貨と区別して「CBDC (Central Bank Digital Currency) 」と呼ぶ。

諸外国ではこのCBDC導入の検討が進んでおり、将来的にはCBDCで外貨預金を行う時代がやって来るかもしれない。

デジタル外貨発行の現状

諸外国や日本のCBDC導入の現状を確認したい。

デジタルドル

世界の基軸通貨と位置付けられる米ドルはCBDC化が進んでいるのか。

バイデン大統領は2022年3月に大統領令に署名し、「デジタルドル」の発行に向けた課題の検証を指示した。バイデン氏がこうした指示を出したことは驚きをもって受けとめられた。米国はそれまで、ドルのCBDC化に対して、慎重な姿勢を示していたからだ。

米国がデジタルドルの発行に慎重だったのには、いくつか理由がある。

1つ目は、デジタルドルの発行によって、人々が銀行に預けているお金をデジタルドルにシフトすれば、銀行経営を圧迫しかねないことだ。2つ目が、犯罪組織などにマネーロンダリング目的でデジタルドルが悪用されるリスクがあること、3つ目がデジタルドルを用いた取引内容が当局に把握されプライバシーが脅かされるという懸念が国民側にあることだ。

しかし、法定通貨の価格と連動するように設計された暗号資産「ステーブルコイン」の登場によって、通貨発行量の調整による金融政策の効果が損なわれるリスクが生じたことや、次に示す「デジタル人民元」の発行に対する危機感などを契機に、米国はデジタルドルの発行に前向きな姿勢に転換している。

デジタル人民元

主要国の中で、CBDCの導入で先行しているのが中国だ。

中国は2022年北京冬季五輪・パラリンピックで中国人民銀行が発行するデジタル人民元の試験運用を行い、注目を集めた。基本的な使い方はQRコードを使って支払いを行う決済アプリと同様で、スマートフォンなどにアプリをダウンロードし、専用の口座を開設してQRコードで支払いをする。

中国人民銀行が発表した2022年12月末時点のデジタル人民元の流通額は136億1,000万元 (約2,600億円) で、今後デジタル人民元の実証実験を行う対象都市を拡大していくという。

デジタル人民元に関しては、さまざまな懸念が指摘されている。そのうちの1つが中国当局による監視の強化で、民間事業者を介する従来型の暗号資産と異なり、デジタル人民元による決済は中央銀行のシステムを利用するため、中国当局がお金の流れを把握しやすくなる。

また、デジタル人民元の発行は米国が主導する国際決済システムへの対抗という見方もある。
ロシアはウクライナ侵略をめぐり、経済制裁として特定の銀行が国際銀行間通信協会 (SWIFT) から排除された。世界的な決済ネットワークであるSWIFTから排除される影響は大きく、中国は米国主導の国際決済システムに依存しない体制の構築に動いているものとみられている。

デジタル円

デジタル円の導入に向けた動きは進んでいるのか。

日本銀行のホームページには「現時点において、デジタル通貨を発行する計画はありません」との記載がある。

ただし、日銀は2021年からデジタル円の発行が技術的に実現可能かを検証する概念実証を行っており、2023年4月からは民間事業者と入出金や送金に関する実証実験も開始すると発表した。

デジタル円についても、導入に向けた動きは進展しているといえるだろう。

まずは「外貨預金」で経験を

CBDCの本格的な普及がいつとは確定的にいえないものの、導入に向けた取り組みは着実に進んでおり、CBDCでの資産運用が一般化する時代もそう遠くない可能性がある。

しかし、そのときになって初めて資産運用をスタートするようでは、資産運用とCBDCの2つのハードルを同時に越えなければならず、負担が大きくなるばかりか、早々につまずいてしまう恐れもあるだろう。

そのため、先行して資産運用の経験を積んでおくことが理想的だ。CBDCは各国の中央銀行が発行するものであり、現在発行されているドルなどの外貨と性質的には同種であることから、まずは外貨預金での資産運用にチャレンジしてみるのがよいだろう。

外貨預金のメリット

外貨預金のメリットは、日本国内の円預金に比べ、相対的に金利が高いことだ。また、為替レートが預け入れ時より円安になれば為替差益を得られる。

外貨預金を始めるまでの流れ

外貨預金は通常、日本円の普通預金口座を持っている金融機関で外貨預金の取り扱いがあれば簡単に始められる。まずは外貨預金用の口座を開設する。

あとは日本円の普通預金口座と基本的には同じ流れで開設した口座に日本円を入金する。その後、自らで預け入れを行いたい外貨を選択し、オーダーする流れだ。

主要な外貨

外貨預金として選ばれている通貨で主要なのは米ドルだ。その他、第2の基軸通貨ともいわれるユーロ、値動きが比較的大きいとされる英ポンドや豪ドルなども選択肢といえる。

将来的にはデジタル外貨預金が当たり前に ? CBDCの動向に注目

CBDCについてはリスクを含めさまざまな議論があるが、導入に向けた動きが世界的に進んでいるのも事実だ。将来は外貨預金をCBDCで行うのが当たり前になるかもしれず、今からその動向に注目しておいて損はないだろう。

楽天カードは申し込みをした後でも引き落とし口座の変更が可能です。変更方法は2パターンあり、楽天e-NAVIまたは郵送にて行います。

楽天カードの引き落とし口座を変更する方法①楽天e-NAVI

楽天e-NAVIだと、書類の記入と捺印が不要で申し込み可能。
こちらよりログインすることで、口座変更が行えます。

楽天カードの引き落とし口座を変更する方法②郵送

郵送だと、口座変更が完了するまでに１～2か月ほどかかります。資料請求は楽天e-NAVIまたは自動音声専用ダイヤルから行えます。

こちらからログイン後、「郵送」タブを押し、「預金口座振替依頼書」を請求できます。

自動音声専用ダイヤルから請求

0120-30-6910（24時間対応）にて、以下の順で手続きを行います。

[1]「7」の各種申し込みを選択。

[2]「クレジットカード番号」、「生年月日」を入力します。

[3]「4」の口座登録、変更用紙送付依頼を選択します。

変更したい金融機関が、インターネット口座振替サービスに対応しているかこちらから確認して下さい。一部地方銀行、信用金庫、信用組合、農協、漁協などは対象外です。
